Publicola interrupts its regularly scheduled McGinn bashing to report that so far, only two restaurants have been fined for using styrofoam containers: Pandasia in Interbay and Beacon Barbecue in Beacon Hill. Why only two? Based on a conversation with Seattle Public Utilities' Dick Lilly, "investigations are largely complaint-based, and because SPU gives restaurants plenty of opportunity to get right with the law, sending at least two letters and visiting three times before issuing a ticket."
