FREMONT—Seattle Times happy hour expert Tan Vinh checks out Revel's sibling bar, Quoin. While the bar's effort to incorporate Asian flavors such as infused soju and salty dried plum produces mixed results, Vinh does like bourbon based drinks such as Goliath's Downfall.
